A possible answer to the above problem is to outreach to selected groups offering a small service ...aid evangelism. I believe in aid+evangelism. The service could be offering to pray for people..prayer evangelism. Your literature could be evangelistic booklets; Bible selections such as Luke's Gospel; Phone apps.

Your minimum outreach..invite people to your Church or Sunday school and give a booklet tract or Gospel.
